Current scientific management objectives for ICES roundfish stocks are to ensure conservation of the biological resource and do not explicitly consider economic or social objectives. For example, there are currently no objectives to maximize the sustainable yield or to reduce variability in total allowable catches (TACs). This is despite the fact that the current system can result in wide annual fluctuations in TAC, limiting the ability of the fishing industry to plan for the future. Bilan de l'état des stocks et des mesures de gestion de l'espadon (xiphias gladius) dans les océans Atlantique, pacifique et indien et en mer Méditerranée ArchiMer

Cette synthèse bibliographique présente les différentes commissions internationales de gestion des grands pélagiques dans les océans Indien, Atlantique et Pacifique, respectivement la CTOI, la CICTA et l'IATTC/WCPFC. De plus, cette synthèse focalise sur le cas de l'espadon Xiphias gladius et détaille pour chaque stock, les captures, l'état du stock ainsi que les mesures de gestion passées et en cours. Le stock de la Méditerranée est l'unique stock en état de surexploitation avéré et fait l'objet de mesures de gestion (interdiction des filets dérivants, fermeture saisonnière de la pêche) mais pas de TAC. Exploring habitat credits to manage the benthic impact in a mixed fishery ArchiMer

The performance of a combined catch quota and habitat credit system was explored to manage the sustainable exploitation of a mix of demersal fish species and reduce the benthic impacts of bottom trawl fisheries using a dynamic state variable model approach. The model was parameterised for the Eastern English Channel demersal mixed fishery using otter trawls or dredges. Target species differed in their association with habitat types. Restricting catch quota for plaice and cod had a limited effect on benthic impact, except when reduced to very low values, forcing the vessels to stay in port. North Sea cod Gadus morhua stock is outside safe biological limits, and total allowable catch (TAC) management has proved ineffective to rebuild the stock. The European Commission is considering the imposition of a discard ban to preserve vulnerable and economically important fish stocks. We explored the potential effects of a discard ban in mixed fisheries management using the French mixed fisheries in the Eastern English Channel as a model system. Potential impacts of TAC implementation on the perception of the east Atlantic and Mediterranean bluefin tuna stock status ArchiMer

This study aims at examining the potential bias in the VPA estimates by simulating a population, catch and CPUEs over 39 years from 1970 to 2008. In the operational model, two levels of noise were added to catch and CPUEs (50 and 100%), three fishing patterns were explored (F=FMSY, F increases linearly from 0.5 FMSY to 2.5 FMSY, F increases linearly from 0.5 FMSY to 2.5 FMSY over the first 34 years and decreases down to FMSY over the last 5 years). The aim of the project "rationalization of biological sampling for stock assessment of marine fisheries in the bay of Biscay" is to perform statistical methods and computer programs allowing to test prognoses and diagnoses based on estimates of fishing mortalities, recruitments, yields per recruit, and the "gain-loss" function. The project gathers the laboratories of the community working on the Bay of Biscay fisheries, namely - Santander in Spain (1. E. 0) - La Rochelle and Lorient in France (IFREMER). Using qualitative and quantitative stakeholder knowledge: examples from European deep-water fisheries ArchiMer

Stakeholder knowledge was collected through questionnaires and cognitive maps and used to summarize biological, environmental, technical, management, and socio-economic factors for several deep-water fisheries, identifying regional management issues and solutions. The questionnaires and cognitive maps revealed different technical, environmental, and management concerns in these fisheries. Dissatisfaction with management was more at an implementation than a conceptual level, because the existing management measures were mostly considered fit for purpose. Further, catch-and-effort data provided by the fishing industry were used to calculate standardized landings per unit effort.
